Since SMC's website is useless while they redesign it, I had their tech support e-mail me the new firmware for the SMC7004VBR-CA (Part No. 751.0113 US / 751.0114 Canada).

There are now two sections you can configure it from. You can add it as a rule in the "parental control" page or turn it on for everyone in the "Website Blocking" page. Both of these pages can be accessed under the "Firewall" menu.
